Steve has many years of public speaking and presentation experience including media interviews with TV, radio, newspaper and presentations to Boards and Commissions, and City Council.
I would like to present the new Parking Benefit District that Austin has rolled out.
This session will focus on the How to, the process and presentation of parking benefit districts. The session will be a presentation along with question and answer.

I have taught classes for San Miguel Management and the Austin Apartment Association regarding marketing ideas and promotional items. I have also taught classes for Gables Residential regarding leasing practices and fair housing. I am currently leading a webinar for the National Apartment Association called What’s In Your Swag Bag regarding the importance of promotional items. I have had an article published in Window Magazine titled Student Events: Grabbing a Big Piece of a Small Attention Span. I will also have another article published in the January edition of the same magazine called Presenting Your Professional Self Online. I have also had an online article put on the Student Housing Business website that discussed the importance of social media. My 2011 marketing plan won the 2011 Innovator Award with the Student Housing Business Publication for Best Lease Up Marketing Plan.
Learning Objectives: Attendees of this presentation will learn the importance of marketing and how it can improve their parking spaces sold. They will walk away with the different types of marketing that relate to parking such as social media, promotional items, signage and guerilla marketing. I will also give them inexpensive and creative ideas to market their parking supply.
This will be done in a presentation format using Power Point slides. It will just be myself presenting the topic.
Marketing is an important cornerstone of any business plan involving parking and transportation. There are many highly effective commercial marketing tools, and it’s important to remember a few key strategies when discussing marketing and promotions.
There are many free ways to promote your business. Social media is a must in today’s society. Your company needs a Facebook page and Twitter feed to market itself. Additionally, there are several inexpensive modes of marketing within the constraints of your budgeted expenses; promotional items are a great way to do this. The location of distribution is the key to a successful promotional item campaign. Guerilla marketing allows you to embrace your creativity with projects. There are many ways to advertise your parking spaces: with flyers, chalking, stickers and brochures. Signage is crucial to delivering your message and informing the public as to where they can reach you. Wording and/or logos on your signage and the placement of such information is also important.

Presentation / Discussion:
Parking and Transportation Services at the University of North Texas has undergone a change in leadership. With the start of the 2011 – 2012 Academic Year there was a new Director and Associate Director in place. In this presentation, Bob Harkins will outline the principles of Strategic Planning. This will include how to do a “SWAT” analysis, establish a focused vision, mission, values, goals and objectives. Ginny will walk through the process used at UNT to develop these critical elements and how she and the Director Joe Richmond translated these principles into actions for the department and campus. This is a current example of how planning gives focus and direction to the members of the Parking and Transportation Services staff and assists in serving the campus.

Title: Bus and Truck Parking - Diesel Idling Reduction Program in National Capital Region

This presentation will explore the development of the Metropolitan Washington Council of Governments (MWCOG) “Diesel Idle Reduction Campaign.” The affected areas for this campaign consist of the Washington DC, Baltimore, and Northern Virginia region. E-Squared Engineering provided the commercial vehicle industry subject matter expertise for this project. The campaign educates stakeholders, their constituencies, and target audience(s) on the regulations, and environmental and fiscal benefits of idle reduction. We will explore opportunities and challenges faced by parking professionals that have to constantly juggle environmental legal requirements with passenger and driver comfort and safety in buses and trucks. The enforcement perspective, the driver’s perspective, the bus and trucking company owner’s perspectives, the private citizen’s perspective and the legal perspectives will be explored and discussed.
Author Description:
Richard Easley is the President of E-Squared Engineering and is the immediate past Chair of the International Parking Institute’s Technology Committee and serves on the IPI Int’l Outreach Committee, Technology Committee and Advisory Council. Richard has over 26 years of experience in the transportation industry - the last 18 of which have focused primarily on advanced technology applications for transportation (sometimes referred to as intelligent transportation systems or “ITS”). Richard served on the Coordinating Councils of the Institute of Transportation Engineers and ITS America. In addition, Richard has served as committee or subcommittee Chairman within various associations and has given technology presentations throughout the United States, in Asia and also in Europe. Mr. Easley is a graduate of University of Texas at Austin with his Bachelor’s and Master’s degrees in Civil Engineering.

Typically, in my past role as IPI Technology Committee Chairman we have come to state and regional assn. meetings with technology focused presentations designed to educate the broader IPI membership on the latest advancements in technology – this presentation will NOT be an IPI technology committee product.

Title: The use of Service Life Models in Capital Asset Management Plan for the Design and Maintenance of Parking Structures

Objectives: Attendants to this session will learn the following:
∗ Identify the deterioration mechanisms that cause distress in parking structures.
∗ Understand the differences in maintenance needs for different structural systems.
∗ Recognize typical planning tools utilize in the repair of parking garages to mitigate waterproofing and structural problems.
Presentation Description: How much do I need to budget for maintenance repairs? How often do I need to repair a garage? These are questions that typically property managers, owners, ramp operators, etc. need to address during the budgeting period. This session focuses on presenting a detailed explanation of the deterioration mechanisms contribute to accelerated concrete deterioration and adversely impact the life expectancy of the structures. Concrete structures located in coastal regions, areas subject to freezing and thawing cycles in which the use of deicing products is common are mainly susceptible to corrosion-induced deterioration due to chlorides.
The selection of the optimum design of new parking facilities and their rehabilitation requires an assessment of the total costs that will be incurred throughout their life cycle for the different rehabilitation methods. Corrosion protection modeling can be used to evaluate the cost of available corrosion protection systems based on life cycle cost analysis.
This session will present a methodology and case studies to illustrate the use of service life models in Capital Asset Management Plans in order to determine the efficacy of alternative repairs and to assist in selecting a repair-and- prevention strategy to minimize the cost of maintenance for the service life desired from the parking structure. This technique has proven to be an effective planning tool to minimize unplanned major capital expenditures.

Topic: Wayfinding and Parking Guidance Technologies

Finding a parking space in a garage can often be a frustrating adventure, especially if the garage has a lot of spaces or a lot of levels. Leveraging the use of technology to for wayfinding can improve the customer experience and increase parking revenues. There are both new and old technologies that exist, which can serve this purpose. This session will touch on the existing technologies and explore in greater detail new technologies.
Parking guidance systems (PGS) are used to provide parking wayfinding and space availability information to patrons in advance of decision points to facilitate traffic flow, assist with quicker decision making, and reduce patron frustration. PGS comes in several forms from basic, which most parking garages currently have, to the latest technology that guides customers’ right to their parking spot. Facility status is something that most everyone currently has which is the “Full or Open” switch. Level or zone counting is identifying the number of available spaces for a defined area and displaying this information. These are examples of existing technologies which have their share of challenges.
Single-space guidance technology manufacturers have learned from the lessons of the past and created a system that is more reliable, improves the experience of finding the parking space, and creates a real-time tracking system for the operators. Of course, each of these technologies have a cost associated with them. The goal is to provide the right solution that fits the needs and budget. This is the challenge.
