Nicole began her parking career in 2001 with the City of Hollywood Parking Services in Hollywood, Florida. She then became a project manager for the City of Houston Parking Management Division where for 8 years she focused on On-Street Parking programs such as the Pay by Phone Program and Parking Benefit District, and the deployment of 1,000 pay by space smart meters. She focused on strategic planning and benchmarking, branding and marketing, wayfinding and neighborhood outreach programs during the city’s master planning efforts. Nicole managed infrastructure projects that included resurfacing, lighting, parking meter technology, call boxes, camera technology, accessible spaces, etc. She also managed community projects such as the Meter Art Project in East Downtown, Houston. Nicole has worked directly with key decision makers to execute department and city wide initiatives relating to customer service levels, budget, the overall parking operation, and nationwide industrial benchmarks.

Nicole later became Director at the Texas Medical Center (TMC), assisting in the management of 21 parking garages and 22 parking lots, totaling approximately 59,000 parking spaces. She was a key member of the TMC enterprise resource planning team. Nicole directly oversaw the transportation operation for the TMC, providing daily shuttle services and charters to member institutions and transporting approximately 4,000 riders per day. She implemented GPS technology for the shuttle system and also assisted in the planning and deployment the Texas Medical Center’s first Propane powered fleet.

Prior to joining Winpark, Nicole served as a Senior Associate for Walter P. Moore Consulting Services. She led the national consulting and studies team and was instrumental in gaining in new business for the Parking Services Group. Nicole managed and delivered projects such as supply and demand studies, operational assessments, occupancy studies, parking technology demonstrations, facilitation of request for purchases in regards to parking operator, parking access and revenue control systems, parking guidance technology, and operational strategic planning.

Nicole holds a Bachelor’s Degree in Business Management from the University of Houston Downtown, is a Certified Administrator of Public Parking (CAPP) and a Certified Green Garage Assessor. She has been the recipient of numerous professional accolades including the International Parking Institute Parking Program of the Year Award for a City of Houston parking meter project. She currently is on the Education Development Committee for the International Parking Institute, Membership Committee for Texas Parking and Transportation Association, and is the Public Relations/Summer Social Director for Women Professionals in Government.
